“双碳”目标下资源环境要素市场化配置的治理体系研究Research on the Governance System for Market-oriented Allocation of Resource and Environmental Elements under the Goals of Carbon Peaking and Carbon Neutrality

摘要(Abstract):
健全资源环境要素市场化配置体系对实现资源环境要素的高效利用具有重要的意义。以往对资源环境要素市场化配置的研究多集中于单一环境要素,缺乏对整体治理体系的系统梳理和剖析。选取118份省级政策文本作为研究样本,运用NVivo质性分析软件,本研究剖析了我国省级政府推动资源环境要素市场化配置的治理体系。结果发现:资源环境要素市场化配置已初步形成包含治理目标、治理主体、治理对象、治理工具和治理机制的治理体系。治理目标为经济效益与生态效益协同提升;治理主体涵盖政府、企业、公众和社会组织;治理对象聚焦产权、配额和市场各环节;治理工具含法律、技术和市场手段;治理机制则包含多方参与、市场调控、衔接协调和全面监管机制。本研究对我国省级政府制定和完善资源环境要素市场化配置体系的相关政策提供了借鉴。
